Haley researches and writes on ‘strategic use of law,’ or how states use (or misuse) international law for strategic gain in global politics.

As a policy practitioner, she has spent 12+ years across Africa, Europe and Asia working at the nexus of resource governance and security/conflict, whether from the vantage point of the U.S. government (Peace Corps Volunteer; former U.S. diplomat), or consulting for the World Bank and various international NGOs.

Her current research shifts the focus from resources/conflict within and across state borders, to the pursuit of military and resource dominance outside state borders, in areas beyond national jurisdiction like the high seas and outer space. For this work, she closely follows deep-sea mining, plus outer space arms control, resource use, low earth orbit mega-constellations, and the ‘race’ for the Moon and cislunar space.  

Haley holds a PhD in International Relations from the University of St Andrews, an MPhil in Public Policy from the University of Cambridge, and a Master’s degrees from SOAS.
